Four candidates responded to Wikinews’ requests for an interview. This ward’s candidates include Donna Braniff, Alan Burke, Sandra Bussin (incumbent), William Gallos, John Greer, John Lewis, Erica Maier, Luca Mele, and Matt Williams.

China loans Ethiopia US$349 million for construction of expressway

China has loaned Ethiopia US$349 million worth of funds for the construction of the the country’s first modern expressway, making Ethiopia among the first beneficiaries of the recently implemented China-Africa development funding plan.

The road is to be close to 80 kilometres long, and will connect Nazaret (also called Adama), the country’s second-largest city, with the capital, Addis Ababa.

Funds from the Export-Import Bank of China are to be used to give the loans, according to the agreement. The deal was signed by Li Ruogu, the president of China’s Export-Import Bank, and Ahmed Shide, the Ethiopian state minister of finance and economic development.

According to the Ethiopian News Agency, the motorway is to be completed by 2014. The country has also agreed to other financial deals with China, mainly in the telecommunications and energy sectors.

Minor tears found in Gordon Brown’s retina

The British government has said that eyesight tests reveal Prime Minister Gordon Brown has two minor tears in the retina of his right eye.

Prime Minister Brown went to the Moorfields Eye Hospital in London, England. A series of eyesight tests revealed that there were two small tears in his right retina, but no other deterioration in his eyesight.

Downing Street in Westminster has said that despite these results, Mr. Brown will not be undergoing any further operations. They commented: “This summer Mr Brown had his annual eye check-up which was fine. Later he had his retina checked. After examinations, surgeons found that the retina had two minor tears. However, as there has been no further deterioration, and no change in his eyesight, they decided against further operations. Yesterday [Friday] Mr. Brown visited Moorfields Hospital as part of regular checks on his eyes and this check was also fine. Mr. Brown wants to thank the doctors and staff of the NHS particularly Moorfields Hospital. Were there to be any change, he would of course make a further statement.”

Gordon is already blind in his left eye after a rugby-related accident during his teenage years. The announce made earlier this week comes roughly two weeks after he made an appearance on The Andrew Marr Show on BBC One as a guest on September 27, 2009. He was given some medical questions from Andrew Marr about his health, including if his eyes were OK, and if he took prescription painkillers, while on the air. As a result, the BBC received several hundred complaints from viewers.

Editor Barney Jones made an apology. In a statement he said: “We felt that with a general election looming and with former and current cabinet ministers warning of electoral defeat unless the party turned round its current position, a robust interview centred on the economy and the Prime Minister’s leadership was appropriate.

“The former Home Secretary, Charles Clarke, suggested this month that health might be a reason for the Prime Minister to stand down and within the context of a long interview about policy it was reasonable also to ask Mr Brown about his health. The issue of his health and whether it affects his ability to perform the onerous job of leading the party and the country was pertinent, and has been raised with other Prime Ministers in the past.”

Doha round of trade talks suspended after negotiations fail

The director-general of the World Trade Organisation (WTO), Pascal Lamy, suspended negotiations in the Doha round of trade talks on Monday, after a meeting of six “core” negotiators India, Brazil, the United States, European Union, Japan, and Australia in Geneva failed to make any headway in reconciling differences over agricultural trade liberalisation. The US wanted cuts in import tariffs for farm products, which were rejected by EU, Japan and India, who asked for cuts in agricultural subsidies.

Peter Mandelson, the EU trade commissioner, told the Financial Times: “If the US continues to demand dollar-for-dollar compensation in market access [cutting tariffs] for reducing domestic support, no one in the developing world will ever buy that and the EU will not either.” Brazil also identified the US stand on subsidies as the reason the talks failed.

Susan Schwab, the US trade representative, said that the other countries sought exemptions from tariff cuts for a wide range of goods and that such exemptions would defeat the object of the talks – to expand trade. “As we went through the layers of loopholes . . . we discovered that a couple of our trading partners were more interested in loopholes than market access,” she said.

The Indian Commerce and Industries Minister, Kamal Nath said that developing countries could not allow their subsistence farmers to lose their livelihood and food security to provide market access to agricultural products from developed countries.

Poland’s Makowska takes category B wheelchair fencing bronze at the London Paralympics

London, England— Marta Makowska of Poland narrowly defeated Jingjing Zhou of China with a score of 15 to 14 in the women’s individual foil category B bronze medal bout Tuesday night at London’s ExCeL North Arena 2. This was amongst the first wheelchair fencing medal matches of the games.

The match was last of the four concurrent wheelchair fencing medals decided, with the crowd shouting in support of the Makowska fencer after the previous matches were concluded. Zhou had limited crowd support, with only one large Chinese flag visible in the spectator area. Makowska’s win came in a very closely-contested match; The score was first tied on eleven points, and again on 12, 13, and 14 points before the Pole finally won.

Following the match, Makowska raised her hands above her head in celebration before her coach ran up and gave the fencer a hug.

At the London Games, Paralympic wheelchair fencing features five medal events for women and seven for men, involving several weapons including the foil, epee and sabre. Wheelchairs used in competition are held in place using medal plates, with the fencer with shorter reach choosing the distance between the chairs. B-classified wheelchair fencers have, according to the International Paralympic Committee, “fair sitting balance and their fencing arm not or only minimally affected.”

London Paralympic fencing ends Saturday with medal bouts every day until then.

Today, lenders are receiving short sale offers at an alarming rate. Experts suggest only one out of ten proposals are accepted. In order to stand apart from the crowd it’s imperative to create an organized and well-documented short sale package.

In order to apply for a short sale, the first thing you’ll need to do is contact your lender’s Loss Mitigation Department. Individuals who work in this department are known as Loss Mitigators. A personal mitigator will be assigned to your account and will work with you to resolve the situation. They may offer other options prior to allowing you to apply for a short sale.

Organizing a short sale package will vary from lender to lender. However, most will request the following:

1. Financial Statement providing proof of income and expenses

Keep in mind that lenders and banks are in business to make money. Accepting a short sale offer will cause them to incur a loss. The contents of your short sale package must prove to your lender you are incapable of maintaining your mortgage payments. You need to show them how accepting your short sale offer will benefit them. How do you accomplish this?

First, gather your financial records including bank and credit card statements, utility bills, medical expenses, child care, food, gas, insurance, auto loans, etc. Create a spreadsheet to show where you spend your money. It doesn’t have to be fancy, but should be broken down by month to provide a detailed overview of where your money goes.

Do not charge unnecessary expenses to your credit card or take out loans for a minimum of three months prior to filing your short sale offer. If your lender notices you purchased expensive jewelry, took a vacation or spent $100 at a fancy restaurant, you can pretty much kiss your offer good-bye. This is not to be interpreted as suggesting you hide these charges. In your hardship letter you can express your remorse and explain the steps you are taking to change your spending habits.

Organizing your information beforehand will provide beneficial insight that you can include in your hardship letter. If you’re facing foreclosure, chances are you are embarrassed by the situation. You might be tempted to hide or sugar-coat the truth. However, when it comes to a short sale, the Hardship Letter is the document that can make or break your deal.

Experts suggest hand writing your hardship letter. A hand written letter on notebook paper is more effective in sending a message that says, “I need help.” If you have illegible handwriting, ask someone to hand write the letter for you.

Use a business-style format when writing your letter. At the top include the date, your name, address, phone number and email address, if you have one. Next include the name of your lender and your loan number. At the end of the hardship letter include your signature and the signature of any co-signers, if applicable.

The body of the hardship letter will be used to tell your story. This is the place to explain the series of events that caused you to fall into financial ruin. It should present an emotional plea that says, “I am in distress and I need your help.” Close the letter by expressing gratitude and thank them for taking time to review your offer.

McCain delays campaign, Obama says continue the debates

United States presidential candidate John McCain announced today that he is suspending his campaign and sought to postpone a scheduled debate with his opponent, Barack Obama, to focus on the country’s financial crisis and says that Obama should also suspend his campaign.

McCain said he would be asking president George W. Bush to call a meeting for members of Congress in order to support Bush’s controversial $700 billion bailout plan, but also said that there is no consensus for the proposal and it will not pass in its current form.

He called the crisis “historic,” stressing the need for legislation and warning of “devastating consequences”.

“I am calling on the president to convene a meeting with the leadership from both houses of Congress, including Senator Obama and myself. It is time for both parties to come together to solve this problem. It has become clear that no consensus has developed to support the administration’s proposal and I do not believe that the plan on the table will pass as it currently stands. We are running out of time,” said McCain during a press conference.

Early this morning, Obama had called McCain and asked for the two to put aside partisanship and focus on the economic troubles. The two agreed to issue a joint statement supporting an economic fix, just minutes before McCain made his announcement. Bush is scheduled to speak to the people of the U.S. in a televised speech at 9:01 PM EDT tonight.

Obama responded to McCain’s speech minutes later, confirming that he would still attend the debate. He expressed a desire for fairness to taxpayers and an objection to rewarding those responsible for the financial crisis. Both candidates have stated that they intend to put politics aside to work on the financial crisis. Obama said, a president “is going to have to deal with more than one thing at a time.”

The proposal comes in the wake of Congressional hearings where US Federal Reserve chief Ben Bernanke and Treasury Secretary Henry Paulson have urged support of the measures proposed by the administration. Despite such appeals, both McCain and Obama have expressed skepticism over the proposed bailout, and the U.S. Congress has shown a noted concern that the measure may not benefit ordinary home owners as well as those on Wall Street.
