US House of Representatives passes health care bill

The United States House of Representatives has passed the controversial health care bill, as amended by the Senate. The bill passed 219 to 212.

“This bill is complicated, but it’s also very simple: Illness and infirmity are universal, and we are stronger against them together than we are alone,” Democratic House Majority Leader Steny Hoyer said before the vote.

34 Democrats and all of the House Republicans voted against the bill.

“This trillion-dollar overhaul will take the America we know and love in the wrong direction,” said Representative Eric Cantor, the second most prominent House Republican.

“We have failed to listen to America and we have failed to reflect the will of our constituents,” House Minority Leader John Boehner said. “And when we fail to reflect that will, we fail ourselves and we fail our country.”

President Barack Obama will sign an Executive Order reaffirming the ban on federally funded abortions as part of an eleventh hour deal to get the bill passed.

Indonesian parliament approves privatising of three major state firms

The parliament of Indonesia has approved government plans to make an Initial Public Offering (IPO) of shares in three major state-owned firms, privatising them. They are steelmaker Krakatau Steel, Bank Tabungan Negara (BTN) and national flag carrier Garuda Indonesia.

The parliament has left the process fully in the hands of the government, and has set the maximum stake to be sold at 30% for BTN and Krakatau, and 40% for Garuda. Although Indonesia has been known to fund budget deficits with privatisation, the intention is for the funds from this scheme to go to the businesses themselves to allow expansion.

Krakatau expects 3.2 trillion Rupiah (IDR) from the sale, while the estimated price for their stock is between IDR3 and IDR4 trillion (321 – 428 million USD). Both ArcelorMittal SA, the biggest steelmaker in the world, and BlueScope Steel Ltd, the largest in Australia, have expressed an interest in the IPO. Krakatau will use the funds to help finance an expansion scheme which aims to have production doubled to five million tonnes in 2011.

BTN, which focuses on home owner loans, has set itself a target income of IDR36.12 trillion (3.86 billion USD) in 2010 compared to a projected IDR22.9 trillion ( 2.45 billion USD) this year. Net profit for this year is projected at IDR472 billion (50.5 million USD)and is hoped to rise to IDR1.39 trillion (148.7 million USD) in 2010. The bank’s loan to deposit ratio is predicted to rise from 105.05% this year to 144.93% in 2012. BTN hopes to conduct its IPO before the end of 2008.

Garuda is not quite 100% state-owned to start with, unlike the other two, but is very close with 95.44% of the company belonging to the government. Like all of Indonesia’s 51 airlines, Garuda is on the list of air carriers banned in the EU due to safety concerns raised after a string of air accidents in the nation. Garuda expects to raise IDR4.2 trillion (449.4 million USD) in funds from the IPO, and will use IDR2.5 trillion (267.5 million USD) to pay off its debts and invest IDR1.7 trillion (181.9 million USD) in new aircraft.

The government is still working to get a deal to make IPOs for architectural firm Yodya Karya and three plantation firms called Perkebunan Nusantara III, IV and VII.

Stolen minibus recovered 35 years after theft

A 1965 Volkswagen minibus that was stolen in 1974 has been recovered by customs agents in Los Angeles. The vintage minibus was in pristine condition, valued at $25,000, and was found during a routine inspection of a shipping container scheduled for departure to The Netherlands. A routine computer database search on its vehicle identification number flagged it as having been stolen from a vehicle upholstery shop in Spokane, Washington on July 12, 1974. A custom restoration business in Arizona was attempting to deliver it to overseas clients last month when authorities intercepted the vehicle.

The theft appeared on the National Insurance Crime Bureau database, which is used by border authorities and contains all stolen vehicle records. Most police databases remove unsolved vehicle thefts after five years.

The California Highway Patrol does not suspect the restorer of wrongdoing, according to investigating officer Mike Maleta. Possession of the vehicle apparently changed several times. Police in Spokane have not yet located the rightful owner, whose identity has not been released to the press. Maleta hopes that a trail of registration documents and interviews will uncover the thief.

The Allstate insurance company paid $2500 shortly after the theft occurred and wants to take possession of the vintage minibus. Allstate spokeswoman Megan Brunet expects that after the necessary paperwork is processed the firm will sell it at auction.

David Tennant announces exit from Doctor Who

Actor David Tennant made an announcement Wednesday at the National Television Awards in the United Kingdom that he will end his time portraying the Tenth Doctor on the long-running BBC science fiction drama Doctor Who in 2009. The announcement came as part of Tennant’s speech accepting the outstanding drama performance award at the program.

Tennant, 37, is currently portraying the lead in a production of Hamlet with the Royal Shakespeare Company, and accepted the award by videolink. He was up against Doctor Who co-star Catherine Tate, who portrayed his companion Donna Noble. Doctor Who was recognized with the award for most popular drama program.

“I love this part, and I love this show so much that if I don’t take a deep breath and move on now I never will, and you’ll be wheeling me out of the Tardis in my bath chair,” said Tennant in his address to the audience in attendance at the Royal Albert Hall. “TARDIS” refers to the time machine and spacecraft operated by Tennant’s character known only as “the Doctor”, and stands for Time And Relative Dimension In Space.

Tennant will again inhabit the TARDIS as the Tenth Doctor for the upcoming Doctor Who Christmas special, “The Next Doctor“, and will portray the Doctor in four additional specials set to air in 2009. A new actor will play the Doctor for the program’s 2010 series.

Tennant had initially been interested in portraying the Doctor in the 2005 series, but that role went to Christopher Eccleston. The series had previously been dormant since 1996, with Paul McGann in the lead role. Tennant has said that it was his childhood dream to play the Doctor. This is not his first time being recognized at the National Television Awards for his role as the Doctor. In 2006 he received the award for most popular actor, and again in 2007. In 2006 Tennant beat out actor Tom Baker as the favorite doctor, in a survey of readers of Doctor Who Magazine.

The Doctor comes from a race of Timelords, and has the ability to “regenerate” and change appearance when his health is failing. Actors including Russell Tovey, James Nesbitt, Paterson Joseph, John Simm and David Morrissey have been mentioned in the media as possibilities to portray the 11th incarnation of the Doctor.

I’ve been lucky and honoured to work with David over the past few years.

Russell T. Davies, the program’s current executive producer, commented to BBC News on the end of the Tenth Doctor and his work with Tennant: “I’ve been lucky and honoured to work with David over the past few years – and it’s not over yet, the Tenth Doctor still has five spectacular hours left! After which, I might drop an anvil on his head. Or maybe a piano. A radioactive piano. But we’re planning the most enormous and spectacular ending, so keep watching.” Steven Moffat will replace Davies as executive director of Doctor Who in 2010.

Tennant began his work as an actor with roles in theatre, and progressed to starring roles on television programs including Blackpool and Casanova. He has recently returned to theatre roles with the Royal Shakespeare Company, and has received praise for his work in Hamlet and Love’s Labour’s Lost.

2008 Taipei Computer Applications Show launched in Taipei World Trade Center

The 18th Taipei Computer Applications Show (2008 TICA), organized by Taipei Computer Association (TCA) and Taiwan External Trade Development Council (TAITRA), started its five day trade show at the Taipei World Trade Center. Unlike COMPUTEX Taipei, TICA focused on selling electronic goods to consumers in the local area.

To attract local residents, the show used several arcade machines from the recent “Digital E-Park” trade show.

The event also hosted displays on Linux Applications, Robots, Digital Content , e-Learning, and Science. These displays were co-organized by TCA, TAITRA, and Industrial Technology Research Institute (ITRI) to demonstrate achievements of Taiwan’s R&Ds.

According to TAITRA, technology giants such as Micro-Star International, Advanced Micro Devices, Intel, D-Link, Hewlett-Packard Company, and Sony participated in the event, in addition to local companies such as 3J Tech, Omni Motion, International Games System, and TransAVA, will showcase different trendy and incident-involved products in this show.

Taipei City Government, the supervisor for the event’s transport, announced a plan to deal with the amount of traffic going to the event, which expected to peak in visitor numbers of the weekend.

Automobile sales in the United States down sharply

Sales of automobiles in the United States fell as much as 35% in January, compared to the same month a year ago, as manufacturers reported their January sales.

Ford Motor Company NYSEF sales dropped 42% last month from the previous year. General Motors NYSEGM reported a 49% decline. Chrysler was hardest hit among the domestically owned manufacturers with a plunge of 55%.

The decline in sales has not been limited to just US manufacturers. Japanese automaker Toyota NYSETM reported a 32% drop in US sales from a year earlier, Nissan MotorsNASDAQNSANY dropped 30%, and Honda NYSEHMC sales dropped 28%.

Subaru and South Korean Hyundai Motor Company LSEHYUD were two of the few auto firms that reported an increase in sales. They posted gains of eight and fourteen percent, respectively.

On an annual basis, sales overall have also been plummeting. Industry-wide US car sales dropped 18% last year to 13.2 million automobiles.

GM announced today that it will offer voluntary buyouts to 22,000 employees in the US, in an effort to reduce its expenditures.

Last month, GM and Chrysler were given loans worth US$17.4 billion from the government after they warned of imminent bankruptcy.

Ukraine passes bill on war-torn eastern regions

On Thursday, the Ukrainian Parliament passed a new bill called the “Donbass reintegration law”. It describes the regions — oblasts — of Donetsk and Luhansk as being “temporarily occupied” by Russia and declares Russia to be the “aggressor”.

The bill calls for a return of the regions to Ukrainian control by military force if necessary. There is no mention of the February 2015 Minsk agreement which was signed by the Ukrainian government and rebel groups, and brokered by France and Germany.

Ukrainian President Petro Poroshenko stated on Twitter, “We will continue to pave the way for reintegration of the occupied Ukrainian lands through political and diplomatic steps.” ((ukr))Ukrainian language: ??? ???????????????? ?????????? ???? ??? ???????????? ?????????? ??????????? ?????? ????????-????????????? ??????. Former Prime Minister Arseniy Yatsenyuk said this forms a legal basis for a United Nations peacekeeping force to “remove the Russian army from Ukrainian territory”. Legislator Ivan Vinnyk commented on why the Minsk agreement was not mentioned in the bill: “We can’t embed diplomatic and political agreements that are prone to change into the Ukrainian legislation”.

Russia’s foreign ministry quickly denounced the law and claimed it was proof Ukraine is preparing for a new war. Furthermore, the law “risked a dangerous escalation in Ukraine with unpredictable consequences for world peace and security”, the official statement said.

“Kiev has gone from sabotaging the Minsk agreements to burying them,” said Konstantin Kosachev, chair of the Foreign Affairs Committee for the Federation Council in Russia. Alexander Zakharchenko, leader of one of the rebel groups in eastern Ukraine, also expressed sharp criticism. Zakharchenko said it was a violation of the Minsk agreement and could lead to an escalation of the armed conflict.

Fighting in eastern Ukraine began shortly after Russia annexed Crimea in 2014 and has by reports claimed over 10,000 lives. About 1.7 million people, Al Jazeera reports, have been displaced from their homes due to the fighting.

Arson suspected in Namdaemun gate fire in Seoul

Around 8:50 p.m. Korean Standard Time (11:50 UTC) on Sunday, a fire broke out at Sungnyemun Gate (more commonly referred to as Namdaemun Gate), one of the most iconic South Korean landmarks, located in the center of Seoul.

Approximately 30 firetrucks and 90 firefighters were sent to the site and were able to bring the initial blaze under control by around 10:30 p.m.

However, around 10:40 p.m., the fire rekindled at the second floor of the gate, as firefighters were in the process of extinguishing embers. By 11:00 p.m. the fire had spread over to the roof of the gate. The Korean Fire Department reports that the second blaze had started as the Department was seeking permission from the Korean Cultural Heritage Administration to dismantle parts of the gate in order to stop any possible further fires from spreading.

At about 12:40 a.m. of the 11th, the second floor had collapsed, and the fire was spreading to the first floor; at 1:50 a.m. the first floor collapsed.

Officials have yet to reach a conclusion on the origin of fire, and have presented three possibilities; arson, electric faults or accidental origins.

As the interior of the second floor of the Gate is off-limits to civilians, the Korean Fire Department initially eliminated the possibility of arson, and stated that an electric short or spark from the electric lighting could have been the cause. This possibility was later discarded as a firefighter reported, after examination, that there was no electric wiring on the second floor, as Korean Cultural Heritage Administration regulations prohibit it.

Three eye-witnesses have submitted testimonies. A taxi driver has reported seeing a man in his fifties climb up the staircase carrying a shopping bag, shortly after seeing sparks. Police have stated that the driver’s testimony differs in several crucial factors from the other two witnesses.

Firefighters have reported finding two cigarette lighters on the second floor, inceasing the possibility of arson as the cause.

Police have been unable to obtain evidence from the four closed circuit televisions(CCTVs) installed around the gate.

Officials of the Korean Cultural Heritage Administration have stated that restoration will take two to three years and will cost 20 billion won, equivalent of 21 million USD.

Officials report that no sprinklers or fire alarms were installed inside the gate, and only eight fire extinguishers were placed on both the first and second floor.

Namdaemun, built during the Joseon Dynasty, is the oldest wooden structure in Seoul and was entitled ‘National Treasure No. 1’ in 1962 after restoration.

In recent years, arsons started by evangelical Christians have damaged many Buddhist temples and Korean momuments.
