British white paper on public health

ENGLAND — UK Health Secretary John Reid has proposed widespread legislative and health care changes in a new white paper on public health released Tuesday. Titled “Choosing Health”, the paper details government plans to restrict smoking in public places, limit ‘junk food‘ advertisements to children, make available “lifestyle trainers”, campaign against sexually transmitted diseases and tobacco, and improve food labelling.

The white paper comes after extensive public comment that involved 150,000 people.

Smoking would be restricted in enclosed public spaces, restaurants, workplaces, and some pubs. The ban would be enacted gradually, affecting government and NHS buildings in 2006, enclosed public places in 2007, and private property in 2008. Permanent exemption would be granted to pubs that do not serve prepared food — though not at the bar — as well as private clubs, a decision that has provoked some to call the measure incomplete. Up to 90% of pubs are expected to be affected. The Scottish executive proposed a complete ban on smoking in enclosed public places last week, and Ireland has already banned smoking in pubs and restaurants.

Food advertisements targeted to children would be banned until 9pm, under the White Paper’s proposals. The restriction is a measure to tackle rising rates of childhood obesity. The government also intends to develop voluntary standards on food and drink advertisements to children with industry, only threatening legislation if an acceptable standard is not reached by 2007. Additionally, low income families would receive vouchers for fresh fruit, vegetables, milk, and infant formula. School lunches would also be held to stricter nutritional standards. Reid has warned that unless childhood obesity is tackled, “we face the prospect of children having shorter life expectancy than their parents”.

Food labelling would also be improved, with a “traffic light” system implemented. Packaged food would be evaluated based on its fat, sugar, and salt content.

The paper is unusual for suggesting a more holistic approach to health care, offering for the first time “lifestyle trainers.” The National Health Service would be funding with an additional £1bn to make people’s overall lives healthier, which is expected to save £30bn in preventable illness.

The paper additionally makes mention of reducing accidents, which affected 2.7m people last year and is a leading cause of child death, curb binge drinking, and reduce substance abuse among youths.

The paper has been criticized by many parties. The Tory Shadow Health Secretary has criticized the Labour government’s comprehensiveness and creation of a “new nanny state approach”. He has additionally described it as “gimmicks”. The Liberal Democrats have accused the government of not being comprehensive enough. It has also been criticized by the British Medical Association as being implemented too slowly, saying “When lives need saving, doctors act immediately”.

Mr. Reid has argued against the nanny state label, saying “In a free society, men and women ultimately have the right within the law to choose their own lifestyle, even when it may damage their own health. But people do not have the right to damage the health of others, or to impose an intolerable degree of inconvenience or nuisance on others … This is a sensible solution which balances the protection of the majority with the personal freedom of the minority in England”.

Large increase in number of foreclosures across US

Recently released figures have revealed that the number of foreclosures in California, United States has more than quadrupled. The figures for the first quarter of 2008 show a significant increase on previous figures.

There were 47,171 foreclosures on California properties in the first quarter of 2008. The figure for the same period last year was just over 10,000.

The Attorney General of Arizona released a report that showed an increase. It said that “the collective efforts of servicers and government officials to date have not translated into meaningful improvement in foreclosure prevention outcomes.” The Attorney General also commented on the report:

We continue to see a rising number of foreclosures in Arizona, which is a significant drag on Arizona’s economy. This report confirms that efforts made by servicers to prevent unnecessary foreclosures are not enough. We need to explore additional approaches to prevent tens of thousands of unnecessary foreclosures in Arizona.

Dogs And Kids.

Dogs and kids can live together harmoniously, if the situation is properly understood and carefully handled.Friendships between dogs and kids are both wonderful and character building for the children.

Most dog bites inflicted on kids are by the family pet, or a neighbours dog. It is not that the dog is aggressive, it is just that Mums and Dads do not understand that children, and particularly babies, act very differently to adults, and it is this unusual behaviour that upsets the dogs.

My own children were brought up with German Shepherds, supposedly well know as aggressive dogs. The dogs were fairly anti-social to strangers but to the family they were totally trust worthy. I like to think that it was because I taught the kids to behave properly around and towards the dogs.

When dogs and kids are living together it is the kids that need to be taught to treat all dogs with the greatest respect, and to understand that dogs are not toys. As soon as babies are crawling they need to be told to be kind to the family dog. Puppies are never too young to learn, neither are babies. If you have just acquired a new puppy do not let it chew you or play nip, good training for when it is a fully grown dog.

Dogs protect all things that they care about, whether that be the house, their diner, the car, their bed, kids have to understand to leave dogs alone at certain times or certain places. Some dogs are, by nature, herding dogs, so these may chase a child if it runs away. This could excite the dog to attack.

Some dogs would get defensive if they are cornered or have some one standing over them. Kids should be taught to not scream, cuddle the dog tightly or pinch them. It should be remembered that as a dog gets older it could become less tolerant, so the family dog that has always been so good with the kids suddenly nips a child. Old dog get deaf so cannot hear a child approaching, so may nip out of surprise. It is not the dog s fault!

Kids need to be told to never approach a strange dog, without asking permission. If the dog is out without it s owner leave it alone.

To always approach in a steady quiet manor.

No teasing, yelling, hugging, pinching, pulling or chasing.

Always leave mothers with young alone.

Never try to stop a dogfight!

If you are approached by a strange dog, stand still; let the dog sniff you, no wriggling fingers, put them in your pocket if you have one.

Do not stare at the dog, and never run away.

If the dog is barking or growling, slowly walk away, keeping the dog in view.

Be sure your kids understand the difference between your own dog and a strange dog.

It is wise to never leave a baby or very young children alone together, no matter how well you think you know the dog.

This all sounds a little forbidding but dogs and kids really can have lots of fun together.

New South Wales government starts trial of hunting in national parks

On Friday afternoon, amateur shooters were briefed about a three-year-long trial of hunting in national parks of New South Wales, Australia. The meeting was held in Griffith near Cocopara Nature Reserve, where the first shooting operation of the trial was to occur on Saturday, targeting the feral goats.

The National Parks Wildlife Service (NPWS) has used aerial culls and baiting to reduce Cocoparra’s goat population, but there are said to be thousands of goats at the reserve. The feral animals to be hunted in other reserves may include cats, deer, dogs, and pigs, beside goats — depending on the reserve.

Shooters in the supplementary pest control trial were to be closely supervised by rangers, as the trial was monitored and its effectiveness evaluated. In a partnership of NPWS and the Sporting Shooters Association of Australia (NSW) Inc, qualified volunteers were recruited, under the Sporting Shooters Association’s hunting program. According to Mick O’Flynn, the Acting Director Park Conservation and Heritage with the NPWS, the four shooters selected for the first shooting operation received comprehensive safety and training instruction.

Following announcement of the close partnership of shooters with NWPS staff, the Greens cancelled planned picketing of the first shooting operation. However, State Greens MP (Member of Parliament) David Shoebridge warned, “This needs to be a government-run program, not run by the biggest gun lobby group in Australia”. He called limiting the meeting to members of the Sporting Shooters Association “outrageous”. Another concern raised by the Greens was the danger of armed people, not only to animals, but also to people visiting the national parks, should the shooters be unsupervised after the trial.

The trial was announced in the second half of 2013, though the plan has been significantly modified over time and has come to be regulated under the National Parks and Wildlife Act, in contrast with the original proposal of recreational hunting in national parks, as it was announced in May 2012 by New South Wales Premier Barry O’Farrell. This amendment of the Game and Feral Animal Control Act was part of a deal with the Shooters and Fishers Party. The government needed at least one vote from a Shooters and Fishers Party MP to pass electricity privatisation legislation, as both Labor and Greens opposed it. O’Farrell’s plans to allow pest control by licensed individuals called for licencing by the Game Council of New South Wales.

Following a report sharply criticizing the Game Council, the government dissolved it in mid-2013, suspended hunting on public lands, and reconsidered the plan to allow amateur hunters into national parks — thus breaking the earlier promise to the Shooters and Fishers Party.

More suspected plane debris washes ashore on Maldives island

Debris believed to be part of an aircraft has washed ashore on an uninhabited island in the Maldives. The fragment, suspected to be from a wing, was found on Mendhoo island, within the Laamu Atoll. The finding comes after several pieces of suspected plane debris washed ashore on the resort island Vabbinfaru, within the Kaafu Atoll, some of which could be from Malaysia Airlines Flight 370 (MH370).

The newest piece of debris is white and severely damaged and dented in places. Some of the paint also appears to be peeling off. Authorities have collected the debris, to be examined later. Malaysian officials are currently investigating other debris to determine if they came from an aircraft and if so “discussions will be held to determine the next steps in terms of the process of analysis”, said the Malaysian transport ministry in a statement.

On Tuesday, a team of Malaysian investigators arrived in Maldives to take charge of debris washed ashore on Vabbinfaru on May 31, which had previously been disposed of as trash, and transport it back to Malaysia for further analysis. Malaysia said they believe the debris could be from MH370, but no official confirmation has been made.

“We (Malaysia) have an understanding with the authorities there [the Maldives] […] we think the parts which were found about a month ago were parts of the aircraft,” said Ab Aziz Kaprawi, the deputy transport minister for Malaysia as quoted by Bernama, a Malaysian government news agency. “They have to be further analysed and will be brought back to Malaysia for verification”, he added.

Since the Vabbinfaru incident, debris has washed ashore on at least three other Maldives locations, the Baa Atoll and the islands of Fehendhoo and Fulhahdhoo, but much of it isn’t believed to be from an aircraft. Abdulla Rasheed, a captain of a cargo boat which recently capsized in the waters off the Maldives, stated, “From the pictures of the debris found on most of the islands, I can almost certainly say that they are from the cargo we were carrying.” Despite this possibility, any debris located is being gathered up until Malaysian authorities can examine it.

“We are collecting any unidentified debris and storing them in a warehouse so that the Malaysians can carry out tests and determine if it is from their plane or not,” said the office of the Maldives President in a statement reported by Haveeru Daily before the Malaysian investigators arrived.

MH370, while flying from Kuala Lumpur, Malaysia to Beijing, China, vanished on March 8, 2014. All 239 passengers and crew are believed to be dead. On the day the plane went missing, residents on the small Maldives island of Kudahuvadhoo claimed to have seen a very “low flying jumbo jet” crash into the Indian Ocean. Some also noted the colors appeared to resemble that of a Malaysia Airlines plane. “I’ve never seen a jet flying so low over our island before. We’ve seen seaplanes, but I’m sure that this was not one of those. I could even make out the doors on the plane clearly”, one resident was quoted as saying to the newspaper Haveeru Daily. Some claim the plane appeared to be headed in the direction of Diego Garcia, but Malaysian authorities have discounted those claims.

“Based on the monitoring up to date, no indication of Flight MH370 has been observed on any military radars in the country [Maldives]. Furthermore, the data of radars at Maldives airports have also been analysed and shows no indication of the said flight,” said Malaysia’s transport ministry at the time of the reports.

Interview with Liz Mumby, independent candidate in Australian by-election for the Victorian state electorate of Altona

With a state by-election coming up in Victoria, Australia, many minor parties and independent candidates will be looking to gain a seat in the Legislative Assembly. Liz Mumby is one of the independents.

“I am a medical sales professional, a wife and mother and a small business owner,” says Mumby, the Division of Altona. “I don’t come from a political background, I live in the real world.” She argues that “we should not limit the debate to public transport issues just because the retiring member was the Minister for Public Transport.”

HIV-positive man receives 35 years for spitting on Dallas police officer

An HIV-positive man was sentenced to 35 years in prison Wednesday, one day after being convicted of harassment of a public servant for spitting into the eye and open mouth of a Dallas, Texas police officer in May 2006. The United States Centers for Disease Control and Prevention says that no one has ever contracted HIV from saliva, and a gay-rights and AIDS advocacy group called the sentence excessive.

A Dallas County jury concluded that Willie Campbell’s act of spitting on policeman Dan Waller in 2006 constituted the use of his saliva as a deadly weapon. The incident occurred while Campbell, 42, was resisting arrest while being taken into custody for public intoxication.

“He turns and spits. He hits me in the eye and mouth. Then he told me he has AIDS. I immediately began looking for something to flush my eyes with,” said Waller to The Dallas Morning News.

Officer Waller responded after a bystander reported seeing an unconscious male lying outside a building. Dallas County prosecutors stated that Campbell attempted to fight paramedics and kicked the police officer who arrested him for public intoxication.

It’s been 25 years since the virus was identified, but there are still lots of fears.

Prosecutors said that Campbell yelled that he was innocent during the trial, and claimed a police officer was lying. Campbell’s lawyer Russell Heinrichs said that because he had a history of convictions including similarly attacking two other police officers, biting inmates, and other offenses, he was indicted under a habitual offender statute. The statute increased his minimum sentence to 25 years in prison. Because the jury ruled that Campbell’s saliva was used as a deadly weapon, he will not be eligible for parole until completing at least half his sentence.

If you look at the facts of this case, it was clear that the defendant intended to cause serious bodily injury.

The organization Lambda Legal (Lambda Legal Defense and Education Fund), which advocates for individuals living with HIV, says that saliva should not be considered a deadly weapon. Bebe Anderson, the HIV projects director at Lambda Legal, spoke with The Dallas Morning News about the sentence. “It’s been 25 years since the virus was identified, but there are still lots of fears,” said Anderson.

The Dallas County prosecutor who handled the trial, Jenni Morse, said that the deadly weapon finding was justified. “No matter how minuscule, there is some risk. That means there is the possibility of causing serious bodily injury or death,” said Morse. Dallas County District Attorney Craig Watkins stated: “If you look at the facts of this case, it was clear that the defendant intended to cause serious bodily injury.”

Contact with saliva, tears, or sweat has never been shown to result in transmission of HIV.

A page at the CDC’s website, HIV and Its Transmission, states: “HIV has been found in saliva and tears in very low quantities from some AIDS patients.” The subsection “Saliva, Tears, and Sweat” concludes that: “Contact with saliva, tears, or sweat has never been shown to result in transmission of HIV.” On Friday the Dallas County Health Department released a statement explaining that HIV is most commonly spread through sexual contact, sharing needles, or transfusion from an infected blood product.

Anthrocon 2007 draws thousands to Pittsburgh for furry weekend

Pittsburgh, Pennsylvania — Local caterers get ready for big business, as almost three thousand fans converge on the David L. Lawrence Convention Center over the Independence Day weekend for the world’s largest ever furry convention, Anthrocon 2007.

Many hope to renew acquaintances, or meet new friends. Others look to buy from dealers and artists, or show off new artwork or costumes. Some attend to make money, or even learn a thing or two. But one thing unites them: They’re all there to have fun.
